Before a Senate hearing, Undersecretary of State Victoria Nuland revealed that “biological research facilities” have been operating in Ukraine. She was responding to question raised by Senator Marco Rubio about the presence of chemical or biological weapons in the Ukraine.

Senate Committee on Foreign Relations heard Nuland’s  testimony on the U.S. and Allied partners Response to ongoing war on Ukraine.

 “Sen. Marco Rubio: Does Ukraine have chemical or biological weapons?

Victoria Nuland: Ukraine has biological research facilities which, in fact, we’re now quite concerned Russian troops, Russian forces may be seeking to gain control of, so we are working with the Ukrainians on how we can prevent any of those research materials from falling into the hands of Russian forces should they approach.

Sen. Marco Rubio: I’m sure you’re aware that the Russian propaganda groups are already putting out there all kinds of information about how they have uncovered a plot by the Ukrainians to unleash biological weapons in the country, and with NATO’s coordination. If there is a biological or chemical weapon incident or attack inside Ukraine, is there any doubt in your mind that 100% it would be the Russians behind it?

Victoria Nuland: There is no doubt in my mind, senator. And in fact, it is a classic Russian technique to blame the other guy for what they are planning to do themselves.”

Victoria Nuland also said that during the last year, the Biden Administration delivered more than $1 billion in security aid to Ukraine, and more than $3 billion since 2014.

Moscow has accused Washington for developing bioweapon program inside Ukraine. United States has denied the claims made by Russia. White House Press Secretary Jen Psaki has tweeted the denial and also said that “We should all be on the lookout for Russia to possibly use chemical or biological weapons in Ukraine, or to create a false flag operation using them – it’s a clear pattern.”  

We took note of Russia’s false claims about alleged U.S. biological weapons labs and chemical weapons development in Ukraine. We’ve also seen Chinese officials echo these conspiracy theories.

This is preposterous. It’s the kind of disinformation operation we’ve seen repeatedly from the Russians over the years in Ukraine and in other countries, which have been debunked, and an example of the types of false pretexts we have been warning the Russians would invent.

Pentagon has also denied the claim, calling it absurd and laughable.
