US Congress – House of Representative Constitutes Task Force on Artificial Intelligence

Task Force has been constituted to understand how US Congress can ensure that United States continues to lead the world in AI innovation while also considering safeguards that may be appropriate to protect United States from current and emerging threats.

The House of Representatives has announced the formation of a bipartisan Task Force on Artificial Intelligence (AI). Task Force has been constituted to understand how US Congress can ensure that United States continues to lead the world in AI innovation while also considering safeguards that may be appropriate to protect United States from current and emerging threats.

Speaker Mike Johnson and Democratic Leader Hakeem Jeffries unveiled the Constitution of the Task Force. The Task Force intends to publish a thorough report that will contain guiding principles, forward-looking recommendations, and policy suggestions.

According to Democratic Leader Hakeem Jeffries “Congress has a responsibility to facilitate the promising breakthroughs that artificial intelligence can bring to fruition and ensure that everyday Americans benefit from these advancements in an equitable manner,”

Earlier, Congressman Ted W. Lieu introduced the HEALTH AI Act to study how generative AI may enhance patient care. The bill includes provisions for a funding programme to support research on the application of generative artificial intelligence in health care.

The US Department of State is  working  on international policy environment and strives to form partnerships that strengthen the United States’ capabilities in AI technologies while also protecting the country’s national and economic security. The Department provides policy guidance for implementing trustworthy AI through the Organisation for Economic Cooperation and Development’s (OECD) AI Policy Observatory, a platform established in February 2020 to facilitate stakeholder dialogue and provide evidence-based policy analysis in areas where AI has the greatest impact. US leads and supports the OECD Network of Experts on Artificial Intelligence (ONE AI).

AI carries inherent risks and can be harmful to mankind when used in a combat situation. Autonomous weapon systems require “autonomy” in order to work without human guidance or input. Artificial intelligence is not required for autonomous weapons systems to work, but when used, it has the potential to improve their capabilities.

Since 2018, United Nations Secretary-General António Guterres has said that lethal autonomous weapons systems are unacceptable both politically as well as  morally and he has advocated for their ban under international law.
